I have two t-mobile iPhone X. Both had gps issues.
I reset networking settings and toggled Bluetooth and WiFi on and off (not sure threat helped) and waited about 3 minutes. Took a while to get a lock but both get a gps lock instantly and work normally now.
It wasn't released to the public it was released to developers.GPS Diagnostic shows 65 metres of (in)accuracy on my X for quite some time, before it narrows it down to about 17m. Switched back to 11.4 for that reason and now it is 17, 13 and then 8, finally 6 after 20-30 seconds or so. Huge difference and I am rather surpriced Apple decided to release this beta to the public. Terrible way to start off this new and more polished iOS 12, beta or not.

Can your iPhone connect to GPS Satellites?Resetting network settings didn't work for me so I finally did a full IPSW wipe and restore last night and GPS is working better. The lock still bounces around a bit but I'm getting 6-10 meter accuracy instead of 30+ meters.

It doesn’t matter. It is all about the impression you give the public about your new product, when you first show it to them. When you say it is all about improving an old product and then deliver a known flawed product, it doesn’t look good. It won’t hurt Apple in the long run, it just looks silly.I’ve returned to 11.4 until GPS is working better with this beta.

I am starting to suspect that iPhone X GPS is a defected one is the real issue here.
The issue for GPS has been there since released, and only with slight improvement with some iOS 11 updates, but still jumps around and less accurate compare to all previous device.
The iOS 12 released most likely forgot to include or removed the "soft" tweak that they have originally have.
I think it’s not phone specific but either technology (GSM vs CDMA) or modem ( which is split by same technology) dependent. My CDMA iPhoje has had no GPS issues on beta one or two. Most of those who report issues seem to be on GSM.
