I believe Mac OS 8 was available as a CD, but you could ask for a set of floppies instead. Expect Apple to take the same tack with DVD's and CD's.

I just got off the phone with apple for the third time. I argued with the lady heavily that I know people who've bought a powerbook before the Oct 8 deadline and have qualified for the free upgrade. They said that it is a mistake and before it ships it will have to go through them and they will notice these mistakes and they will not get shipped.
She was probably just saying that to get me off the phone but still, it's interesting.
So I still can't get qualified for mine (on the phone or the website)
She told me she was gonna tell her manager about this, so hopefully you guys won't get screwed because of me, and hopefully it'll just loosen their system and let me get the upgrade for free too.

Apple has charged my credit card for the UtD disks, although they haven't shipped yet! Like most in this thread, my new PowerBook didn't technically qualify for the UtD program (bought 16/09, shipped 26/09). It looks like Apple is going to honor our orders after all!
