I would guess its not supposed to be off by default this lawsuit just got more interesting. The rest of what you said ill have to try but it makes not sense at all.

I think it respects some older setting, but I'm not sure. It was off by default for me from the beginning, and I don't know for certain what the intended behavior is. Apple has some refining to do with App Tracking Transparency, specific to that toggle. Some apps will ask before they show the system prompt and if you say no to that, it won't trigger the ask not to track prompt at all, which means it won't show up in the list.

It's meant to track the apps you've allowed, not the ones you've declined, which is why you need to redownload apps for them to show up after you've enabled the setting. I don't know why it works that way, but it's certainly confusing.
 
I toggled mine on, in order to see the prompt, but so far no app has asked for permission. Is this because the app itself needs updated before we start to see these prompts?

In general, I can't imagine I would give permission, but like others have said I want to see the prompt to get the enjoyment out of blocking their tracking, primarily FB.

If you've already downloaded and used an app that would have asked, the setting for that app is already off and you're not going to see the popup. You'll see them if you redownload the app or when you start downloading new apps. Some apps don't have them.

There have been others that tried this and they are still not prompted once the app is re-downloaded...

nope you have it wrong. and even if they were tracking be default (before ios 14.5) you should still be able to turn them off individually in the privacy settings i have no apps showing in there at all. even after a reinstall of the app

Try restarting the iPhone before downloading an app again, and make sure the app's data is deleted. I can only relay how it's worked for us during the beta. It's quite possible it's buggy, especially with the reports from people where it's grayed out and can't be enabled.

Seems like one of those things that doesn’t activate immediately. I bet it will push them out in a few hours.

did that no luck...also new apps dont ask either. and to your last part yes its buggy that's my point. and yes to anyone else I know its expected just sayin...

Tried that, and still not being prompted.

Sorry, I have no other solutions then. I suppose it's a bug that will need to be fixed in a future version of iOS, might be helpful to report it to Apple. Not sure which apps you're using, but some apps haven't implemented support because there hasn't been an update, and some just aren't using the IDFA anymore. Facebook, for example, has not implemented it yet.
 
Well this was turned off by default.. This will go over like a lead balloon. I had planned to turn it off anyways. For now i turned it on but no apps are asking am I doing something wrong?

So I wonder what prior privacy setting forces it to off? It would be interesting to know. I halfway feel like turning it on just to see what apps generate popups. But then I imagine the popups will appear at the most inopportune time, like the way iOS seems to ask at random whether I want some app to continue to use my location in the background.

give it a whirl so far i have had no popups new or old aps. you will hear of it being turned off by deafult in the court hearings i fear

If I choose to turn off off Allow Apps to Request to Track, for which major or popular apps might I regret that choice?

If you think this is the end of FB you should put the pipe down. I guarantee majority of users don’t care. Also the fact that FB isn’t just for apple folks there are plenty of other phones, tablets etc. you don’t have to worry. You can still use it even after this update
 
Goodness me, Apple. What confusion.

So are you supposed to enable this switch or not? Mine was off by default.

Trillion dollar company cannot provide a simple explanation as to what the switch does.
