Just because this is the first that MR, AI, 9to5, etc. have seen of it doesn't mean it was released this week.

As to "why?", maybe if you did a tiny bit of research on Federico, that question would answer itself.

We need looser restrictions in the OS and more customization.

I need a Settings button in the control center more than I need Night Shift, stopwatch, or AirDrop icons.

Guest access: I want access to apps without unlocking the phone. Just like the Camera app today, each app that supports the feature could run in a limited mode until the phone is unlocked.

Home screen icon should be able to be placed anywhere on the screen.

Face tracking for orientation lock.

Automation (including ability to set silent mode).

I'd rather Guest access to the iPad apps that does NOT grant access to the apps under my profile. I don't want someone else (friend or family) accessing my Dropbox/iCloud Drive, emails and such under my account. I DO want them to enjoy the iPad when visiting or when beside me on their terms not on my data!

Face Tracking for orientation ... the device's orientation is the focus not the face. Doesn't make sense to hold the iPad where longitudinally it's vertical in relevance to the ground when you're lying on your side holding it in such orientation to have the icons turn horizontally so their right side up to you.

Again the device's orientation matters not where you orientate your face. Now if we reverse my example above then yes face orientation makes sense.

Like everything on IOS, it works till it does not. Just like still waiting for some Apps to use the split screen function (Looking at you CHASE)

Why even care, you can get other mobile solutions that can already do "drag and drop" and "cut and paste" and it is a Universal native OS function. iOS just needs a complete overhaul for iPad.

So I wouldn't dare to disturb him or any of 100.000 employees with a variety of assignments (round pizza boxes, solar screen coatings, packaging design, self-healing metal thickness gauges) that prevent them from spending 22 secs to edit a grid space string.

None of those things prevent edits to app grid spacing.
 
It's not gonna happen.
maybe in iOS 20.
for now iOS remains iPhone OS.
and iPad keeps dying.
 
Who cares about the home screen? You spend about 1% of your time there.

There are hundreds of things wrong with iOS on big screens, grid spacing is just one of them, and it's probably the easiest to fix, yet Apple neglects it which is very telling of the lacking vision of today's Apple, hence the criticism.

What's wrong with iOS in big screens? home screen looks fine on iPad Pro.

Multi tasking needs to be redesigned in iOS. The current method is confusing from a spacial standpoint. Instead, opening multiple windows should happen in the multi-tasking layer which itself needs to be only slightly redesigned to accommodate this:

Double clicking the home button or dragging from the side should zoom out to show the current app and recently used apps in cards behind it. Almost like it is now, but with the current app centred in full view. This is easy to understand. The current app is in the front, previously used apps are behind. The new part would be having thumbnails of apps that can be multi tasked at the top of the multi tasking view. Drag one into the current running app to split the screen and let go.

Simple. Everybody can understand this. In fact, this is fundamentally how it works in Full Screen View in macOS.
 
This may sound bad. but know that this comes from a super fanboy. what if just think what if apple gave up on the iOS for the iPad.. people are not letting go of their desktop/laptops because the MacOS has more flexibility and the iOS its constant downloading of one app or another. The iPhone can stay how it is, but the one thing the microcrap has over apple is it's easy to go back and forth from tablet to desktop. I wouldn't have to rely on my desktop "MacOS" to go to certain websites. Give you a little background. I went back to school (AT THIRTY OMG) so I thought hey I'm going to go with an iPad.WRONG WRONG WRONG. Constantly running into classes that I had to have access to websites that used many different things that are not supported on the iPad. so had to use my laptop. So here is a theory some how get MacOS onto the iPad. Apple went intel! I do consulting on these devices. I donate my Mondays to a senioriPadd class and they still swipe to unlock the ipad or iphone when turning it on.
 
Took an outsider to make it more interesting? I’ll take drag-and-drop — to a phone, tablet or computer, and not necessarily mine. Records a video? Bluetooth it to my phone please. When I get home, drag it to my computer desktop please — simply, easily, app-free.
 
iOS is an AMAZING operating system... for a phone. It fits perfectly the phone's small size and its "tap for quick access" mentality. And it works WONDERS!

However, as a "pro" tablet operating system... it's just too limiting. The iPad will NEVER reach its full potential as anything else than a media consumption device until it stops sharing its operating system with a phone. Why on Earth would a 12.9" device share the same engine and UI as a 4.7" device?!?

What part of the article do you think people aren't understanding? The following is a quote out of that article:

I'll admit that I don't know who Vittici is, other than the author of an article about where he personally thinks IPad iOS should improve. And from the quote above, he admits that he doesn't KNOW what will really be released. Not saying he is wrong in saying that the IPad and it's operating system needs improvement, but unless he has vast influence-for some reason- with the software design team why do we care about what he thinks should be done? You can probably find other people who also think that the system needs improvement who have different features and priorities than Vittici has proposed.

This doesn't look like a road map because it is an admitted wish list. Talk to me about what they are going to release and not about what you would like them to announce.

Bottom line is - iPads Hardware are top. They have beautiful screens, good battery life, very fast CPUs and GPUs and OK Sound with the 4 Speakers. What is and has been lacking for years is the OS which still is basically a Phone OS wrapped to upto 13" screen without making any use of the screen realestate with every few exceptions (portrait mode on 4 apps and Splitview for 1 app).

This is what Apple needs to address. It simply shows that Tim is the bean counter and he is just trying to squeeze out profit out of every damn product instead of going for 10% less profit but 50% innovation.
