I think you're the only one I've seen that has reported experiencing the stutter on the 16.2 beta 1 release.
He is not the only one. He has access, I suppose, to the developer version and he downloaded it on Monday. We had access 2 days after and then it’s still on time for the stutter to show up for us again.

If it’s affecting one person, then it continues!

Yes, I am also on 16.2 beta 1. It's still there and as bad as ever. I know you said it took 3 days to come back. For me it takes a little over 1 day, but that's still an improvement from the 4-6 hours it usually takes.

So there's a few ways to look at it. Either Apple is actually trying to fix it, which is why it's taking longer to come back on 16.2 beta 1. Another possibility is that iOS (now 15 years old) is being pushed to it's technical limits so much so that any updates these days have the potential to negatively affect system performance - which is why this keeps regressing.
 
iPhone 14 Pro here, switched from Android. This is a frequent issue for me, lasting throughout 16.0.X and 16.1

Following this thread for updates. Thought I was crazy so glad to see others notice the same issue. iPhone 14 Pro and I have had these issues since day 1. I always update to the latest stable iOS the same day it comes out. My iPhone 13 Pro never had this jittery display issue when apps are minimized.
 
Hopefully we'll get a fix for this annoying bug in one of the 16.1.x that could come between now and 16.2 in December...

It seems better when i turn off In-App Content
Settings -> App Store -> In-App Content off
 
I posted this in another thread but it seems that after manually installing 16.1 via IPSW, the stutter is gone, at least in the 24 hours so far. Anyone else try this?
 
I have the same stutter issue on my 14 PRO MAX 1TB; my previous phone 13 PRO even after 16 and 16.1 upgrades is still smooth as butter.

I tried disabling background app refresh, playing with the APP store setting (as somebody recommended in the thread), turning AOD off etc; nothing worked. Lastly, I disabled ICLOUD backup and for the last few hours it has been smooth on 16.1 . I will report back if stutter comes back. My last resort at that time will be trying iOS 16.2 beta. It is still unbelievable that a $1500 phone is laggy and stutters like this and nobody from the big media YouTubers is talking about this.

That didn’t last long. About a day and stutters are back (less frequent but still there). So now off to 16.2 beta. Will report later.

It’s getting so bad on 16.2 B1 that’s it’s actually starting to interrupt the animations again.
