I honestly don't know. Others have made me aware that iPadOS is slated for October. But I can't find an official source on that. Just rumors. If that is true, we have conflicting information as Apple has said Satellite is coming in November and that seems too big of a feature for 16.1.1 and the back to back release of 16.1 and 16.2 seems unlikely.
November 1st would make sense as October 31st is on a monday but it's Halloween. They may not release on that date
It's still showing October on Apple's website but they have changed this date before for delays. I don't think they will bother if it's 11/1, 11/2, etc. since that week starts on 10/31. But if it's going to be delayed more, then they should change this on their website in the upcoming weeks.

There is no iPadOS 16.0. It will launch as 16.1.
I don’t see them sliding the satellite feature into 16.1 I do think we see a speedy 16.2.
So 16.1 the week of the 24th. Seed first beta of 16.2 the next day. Out before 11/30. Quite doable.
I didn't realize how early Thanksgiving was this year. So if they release 10/24, they have 5 weeks until the week of the 28th. Fair point.
Mark Gurman just tweeted this: iPadOS 16.1 is on track to be released the week of Oct. 24th — barring any new bugs or issues. Apple has historically held launches the week of its earnings calls in October.
no tomorrow the 11th last beta then 18th or something close RC then the 24th Public release
