I have never received an update to the carrier version, it has always been updated with an iOS release. So I'd say an iOS update is needed to update this.
Just because you haven’t, doesn’t mean it needs iOS.

As others have pointed out, carrier updates can, and have, come out independently to iOS updates. I’ve had them separately too.

Will be interesting to see how the next few weeks pan out. If the plan is to release iOS 16.1 and Ventura in the week of October 24th as per Mark Gurman, we should see GM build next week.

However if they aren't announcing new hardware until the week of the 24th then GMs next week would probably give new hardware and features away. So if that was the case it would leave a very small window for them to get these updates out in the October timeframe they state on their website. I feel like we'll hear a lot more from Gurman in his newsletter on Sunday.
 
With Apple's leadership meeting with the Pres on the 25th of this month, we might actually see another beta build of 16.1 today. What is interesting is that the current build is a "b" release, we should see an RC next week, so that leads to a possible beta 6, which would be an "a" release prior to the RC.

Of course, only time will tell as Apple is known for those curve balls, haha.

I wouldn’t get to wrapped up in the builds. We’ve gone from a ‘c’ before to RC. Feels ready for RC. To me anyway. And we are in beta range of 5-7 for these incremental releases.

I know but being this is the speculation, I have heard other people on youtube say that maybe but its a big maybe, haha.
