Because everyone has to wait their turn. 17 beta 2 is first tomorrow. Then 16.6 beta 4 next week. You just got beta 3 last Thursday.

This late into the beta cycle it won’t be 2 weeks for 16.6.

That means 17.0 beta 2 is tomorrow, as they rarely ever do both on same day.
I think you are being way too optimistic about when 16.6 will land. But we shall see.
Yeah, two zero days patched in this update. They’ve even released an update for watchOS 8, that’s how serious this is.
Even if so, that means the general public will be on 16.5/16.5.1 for another 12-14 days (or longer given the 4th of July holiday week)
With the release of iOS 17 today that has possibly cleared the decks for a new 16.6 beta tomorrow.
If they incorporate the security patches, at the earliest tomorrow as beta 4.
If it is I highly doubt it is the RC would just make zero sense for 16.5.1
Just a guess that would make sense Beta 4 tomorrow then a week off from Betas and the RC the week of July 4th
Isn’t there usually at least one beta release where dev and public get released on the same day before RC gets released (on the same day for dev and public)?
Marks Tech space is claiming it's the RC today, I just don't think so
nothing today, think we should have beta 4 next week and the RC 4th of July week
Not usually, most of the beta seeds have been separated, except for RC which usually has the dev/PB on same day.
