I was wondering if it is possible that Apple first only sends out software update availability to devices in France, then after a period of time allows devices in other countries to update. After all, looks like they did have a legal obligation to have the radiation issue resolved in France by the 24th. Thoughts?

hmmmm, I don't have an opinion but there are 5 hours till midnight in France. I'm gonna set a VPN to France and see what happens.
