I was wondering if it is possible that Apple first only sends out software update availability to devices in France, then after a period of time allows devices in other countries to update. After all, looks like they did have a legal obligation to have the radiation issue resolved in France by the 24th. Thoughts?

Apple has updated specific devices or specific regions before, without sending a general update.
 
10:34 AM (Pacific Time), still no update. There must be a major bug found and may have a RC3? I'm not surprised. Apple has been very buggy with their major release and updates.
 
I'm staying on 16 for now anyway until more gets sorted out with 17. Can I just get the Sonoma update, please?
 
It's possible, but my gut tells me it will be just to address France's issues. The rest of us will have to wait.
True, your previous point about them pushing region specific updates might be correct, but until the 14's I'm pretty sure USA and EU were the same models so older phones should get it at the same time. However, I wonder if the RAD fix is bundled in the emergency security updates rather than general OTA.

Once again, this time wasnt just rumours. The problem here is that the French authorities lied in their public statement when the said that 17.1 would be released on October 24th. Plain and simple.
nahhhhh I don't think it's as simple as that. We find out about iPhone leaks through FCC filings all the time, registering for govt operation isn't a one day process.
 
Is this the first time Apple has been late with an official release? I’m sure the French are not pleased.
Define "late" -- Apple made no announcement that the update would be out today.

I seem to recall an update for iOS 16.0.1(?) coming out around noon or 1 PM PST.
