Have the same on my phone. Could imagine that it is some kind of battery saving behaviour? Not sure. It doesn’t look that nice. Let’s see how it turns out over the upcoming betas.
I hope so, but Apple don’t seem too concerned themselves.

Has anyone on Verizon ever seen encrypted RCS when texting Android contacts? I have still never seen encrypted RCS working.
Yes. I have had it since iOS26.x (can't remember the point). I have had it with numerous carriers, though it took time for all of them to go to encrypted RCS.
 
Reset network settings and you should be able to send RCS texts to your mom again. I have the issue where I receive RCS but send SMS to one of my contacts the beginning of the month. Resetting network settings always restores RCS both ways on iOS 26. I suspect I will have the same issue with iOS 27.
With iOS 27 when the contact on Android with MetroPCS regained the ability to send RCS I was able to reply back on Verizon with RCS. I did not have to reset network settings that I had to do on a monthly basis with iOS 26 to this one contact to send text as RCS not SMS.
