Build number is 8C148a, the a is an addition from the 4.2.1 GM released. It shows as version 4.2.1

#3 is a function of memory limitations. When Safari exceeds its allocated memory, it will reload the next "tab" that you already had open. The phone doesn't have unlimited memory to keep web pages open, and some pages will use more memory than others.

That's not correct.

The iPhone 4 has 512MB of RAM. I can't imagine a website that would fill the RAM!

This "issue" is down to a design choice that Apple made.

#2 yes, as far as I can tell.

#3 is wrong, since other browsers can do that without reloading every page like Safari does...and I am talking here about relatively simple pages (or just 2 or 3 open at the same time), so this doesn't hold water...can anyone confirm if 4.2 solves this somehow?

Downloading 4.2 for the iPad, and checked the ATV. Went to General>Software update and the update is there.
