Everyone saying this wouldn't of happened under Steve obviously have forgotten about iOS 2.0. That was a cluster you-know-what. Servers overloaded, phones bricked.
Oh and saying Tim's not the right guy for the job...then why did Steve pick him? Why didn't he pick someone else? Or did Steve just suck at succession planning?

Yeah, with the way Apple did it this time by pulling the update it seems like that's one of the side-effects. Sounds like you'll just need to wait it out until the update is actually released again and then get it to get rid of that.

I did that way also, the update downloaded to my phone but I plugged in before running the update, the minute I plugged my phone in a carrier update box popped up. I'm on AT&T, don't know if it was related or not, but my phone works fine.I updated my iPhone 6 today via iTunes as I work from home. I haven't noticed any issues. (Whistling by the graveyard).
Seriously I love Apple but I buy their products to avoid *****torms like today and I've been noticing them more frequently (software related) since Steve passed away.

then I tried to powered the device off. but it just restarts.

Because I'm interested in reading about the iOS update but don't really care about bending of iPhones and don't care reading about that when I see that this thread has updates only to find out they are about nothing related to the actual topic of the thread. If I cared about bending issues I could easily follow and participate in many of the other threads that actual deal with that particular topic. Fairly basic stuff.
