uSurf Universal - internet browser : Slide Over / Split View
Soundrocket for SoundCloud: Slide Over / Split View
File Manager by Mousavian: Slide Over / Split View, Spotlight
FileMaker Go 14: Slide Over / Split View
Skype for iPad: Slide Over / Split View

I also found a few great apps that also have a split view option (left/right and/or top/bottom) which also works great on non iPad Air 2 and iPad mini4 and iPhones. Please note that these apps do not use the Split view option which Apple build in since iOS9. These are simply apps which have two browser windows next to each other. I haven't tried YouTube videos yet within such a browser to see if you can also have a PiP window aside from the two browsers on e.g. an iPad mini2.

YouTube app Protube was just updated to split screen and pip
But one annoying thing not in the app a volume slider , this is the only reason why I don't use the app over tubex

Great to see another 3rd party app for YouTube that supports slide over/split view and PiP.

I also noticed that HBO added Picture in Picture for HBO NOW (not yet with HBO GO).

It's strange seeing so many small apps being updated with these features, and yet most of the biggest apps in the world still haven't added split/screen and PIP features. Facebook, Youtube, Watch ESPN, HBO Go, CNN, etc.
 
Some more apps seem to have Slide over / Split View and other iOS9 feature support.

BeWeather 2 (paid version only) - Slide over / Split View support (wasn't mentioned in update)
Digg - Slide over / Split View (wasn't mentioned in update)
Documents Free: Spotlight, 3D Touch (Quick Actions
Day One: 3D Touch (Quick Actions)
WhatsApp: 3D Touch (Peek and Pop, Quick Actions), Quick Reply (only works in iOS9.1 - currently in beta)

Another few apps which got the update:

Hyper: Best Daily Videos: Picture in Picture (PiP) - must have video app for iPad in my opinion! - you have to press the home button to get PiP (so works different then in other video apps).
RTLXL: Picture in Picture (PiP) - Only possible with paid subscription (Dutch commercial tv station)
Google Translate: Slide Over / Split View
IMDb Movies and TV: 3D Touch (Peek and Pop)
The Huffington Post: Slide Over / Split View

They need an option to turn off apps you don't want in split view on the drop down list

I see no one else talking about this
Certainly some people have brought it up, just doesn't seem the discussion gets far since it's up to Apple to do something about it in some fashion (if they even decide to):
