Some here are talking about an iPad 2S but I believe, as an iPad 1 owner, that such an iPad 2S would be a real disappointment. The iPad 2 is already an small ugrade and it could have just as well been called the iPad 1S.
This is what I expect from Apple's iPad 3:
- Retina display
- A6 dual core, but smaller and more energy efficient (perhaps even quad core, but that is a small chance)
- More graphical power
- LTE support (smaller chance, but I think it's very well possible)
- Better cameras
- At least some small changes in design, maybe even a complete redesign
- GLONASS and bluetooth 4.0
Now I'm going to explain why expect the above features.
Retina display
People have been talking about a retina display for the iPad 2 ever since the launch of the iPhone 4. Rumour is going that the retina display for iPad 2 was cancelled last-minutes due to small production and quality issues. Apple now has had the time to work on an iPad with retina display since the iPhone 4: march 2012 (expected iPad 3 launch) is almost two full years after the iPhone 4's retina display. There's a hype and people are expecting this.
A6 dual core
I think there's a very small chance it will be a quad core processor. I think it will just be smaller and thus more energy efficient. Perhaps it will be higher clocked (so instead of 1 GHz dual core, it might be 1.5 GHz dual core). I don't expect a big change in the processor.
More graphical power
A retina display means that the device needs more graphical power. It would also be a logical decision, because ever since the iPhone 3G
all following iOS devices had some sort of upgrade in graphical performance.
LTE support
The iPad is of course a much bigger device than the iPhone 4S. I think Apple will use the iPad to try out the new LTE chips and if it's satisfactory it will be used in the 6th generation iPhone.
Redesign OR small changes in design
I'm not really sure on this one. They might keep the same design, but I do believe there will be at least some smaller changes (like replacing the speaker because now it's pointing backwards).
Better cameras
Last but not least, the iPad 3 will have better cameras. FaceTime HD is needed for the bigger screen, and photos will just look pixelated on a retina display if they don't add a better camera. My guess: 2 MP front camera, 5 MP back. No flash.
GLONASS support and bluetooth 4.0
It seems like Russia really wants devices to support GLONASS. Apple started supporting GLONASS with the iPhone 4S and I think they will continue this trend. Apple also uses bluetooth 4.0 in a variety of devices.

So these are my guesses. Retina display is the most important of all.
Now, what I would like to see (but from which I think is unlikely), is the following:
- Bigger storage
--> $499 -> 32 GB
--> $599 -> 64 GB
--> $699 -> 128 GB
- A 16 GB iPad 2 as low budget model -> $399.
- GPS (and GLONASS) standard in WiFi model, not only in the 3G (or perhaps 4G) model
- Much better and somewhat louder speakers
- 1 GB RAM
- Siri (seems unlikely to me, because Apple has never added Voice Control before on their tablet devices)
- Better battery (will probably just stay the same)

That package would not alienate 2011 iPad2 buyers, but bring the currently biggest iOS selling point into the economically most important quarter of the year: Siri !

An iPad 2S would not be enough. The iPad 2 already was a very small upgrade from the iPad 1 and an iPad 2S would not persuade me, as an iPad 1 owner, to upgrade (unless it's got a retina display, but than it wouldn't be a S upgrade).
Siri is not a good selling point either. Siri is only available in very few languages and thus has no functionallity in 80% of all the countries where the iPad will be sold. Apple needs to come with something other than Siri. Siri is a gimmick, that's all.
Besides that, Apple has never supported Voice Control before (which has been available since the iPhone 3GS).
