I think if it would be a hardware issue you should see it in both orientations. Of course it is unfortunate and they should definitley fix it but I still love that iPad Mini
You'd thing wrong. The issue is panels refresh top to bottom, and in this case Top and Bottom in Landscape Mode is Left and Right in Portrait Mode. This is why you see the left side refreshing at a different rate than the right when in portrait mode. It's a sync issue that should be fixable with a firmware update, but the disappointing this is it wouldn't have been a problem at all had Apple not cheaped out and went 60hz instead of 120 on these panels.
But of course, Cook gotta Cook and pinch those pennies on his premium devices.

They will release a software update then everyone will forget about this. Lol.
If it's a software problem -- it may be a GPU hardware issue.

Anyway, it wont bother me, I've seen that type of thing on many types of screens and I haven't worried about it yet. I tend not to read when scrolling. I know that it will annoy others with way better eyes.

Probably the new iPad mini has a low refresh rate to save battery life, say 40hz and a screen refreshers in one direction that’s why it’s apparent more in one direction. It might be the screen is unable to redraw enough at a certain scroll rate and causes the text to miss align like a wave as the screen scans a new image.

I’ve noticed it on other iPads if you scroll faster or near enough the refresh rate of the screen going up and down with your finger quick it makes the text lines bend.

120hz is obviously going to be less so but I think Apple maybe underclocking lower than 60hz to save battery on the mini maybe something like 40hz?

It’ll be interesting to see what is causing this problem and how Apple resolves it. The new mini has a lot going for it so this is exceptionally frustrating and painful to those impacted. Currently, I have faith in Apple to do the right thing but I, like many others, will be watching!

Really glad now that I didn’t buy one. I was -this- close… just waiting for some reviews first.
I love mine! The purple is very light, so not annoying. TouchID works well. It runs cooler than an iPhone, and I got 3 days off the charge it came with, and it wasn't just sitting there, I always have a lot of setup to do. It's a lot faster than my Mini 4. Maybe it's a bonus I don't see well enough to notice the jelly. :)

My second Air has this (Not as bad as Dieter’s unit). I hope this is fixable and folks can get replacements or software fixes ASAP.

I wanted a Mini, but cancelled due to needing other tech first. Now I am just going to skip.

What cannot be fixed with an update is the poor fuzzy dull screen. Putting the 5 next to the 6 there was no reason to spend the $900 on the new one
I agree the default wallpaper makes it look really bad, but changing it to a solid color helps wonders. I have mine set to black.

Now that I've looked for it on my mini I can definitely see the jelly scrolling lol.

Though in all honesty what annoys me more is how rough scrolling and animations look compared to 120Hz on the new iPhone or iPad Pro (though I'm not expecting promotion on the iPad mini anytime soon).

That's the nature of using 120hz on your daily driver. I think most people using an iPad Pro could adjust to 60hz on their phone, but doing in the other direction is quite difficult.

It’s a hardware issue, or should I say the nature of it.

I’ve turned my iPhone 12 Pro to landscape and scrolled up and down on text and that does it.

I wonder if they new iPad minis refresh in landscape and not portrait now and that’s why portrait scrolling is effected.

Apple reply, "You're holding it wrong, here's a rubber-band." :p

So much for future iPads having 120Hz screens, this one can't even handle less than 30Hz! Apple has become a crap company. This angers me, just like the crap they produced in the 1990s before Jobs returned. I stopped buying their garbage in the 1990s after being an Apple user since 1981 because it was terrible, and I had to wait until about a decade ago to start buying Apple things after they improved them. Now they are getting terrible again...

What an embarrassing issue to have in 2021. Apple really is trying to go cheap to stretch those margins.

It’s a shame since this would otherwise be a perfect device. Love my mini 5, I was tempted to pull the trigger on this one but glad I waited.
It's unlikely to have much to do with "expense" - it's probably due to a misconfigured Vsync. (in software)

Apple don’t have the best history with LCD panels. Loads of issues over the years from MacBooks with stuck pixels and image retention to iPads with glowing backlight splodges above the home button. Wouldn’t surprise me of this is a hardware foible. Definitely wouldn’t be the first time.
Could be hardware, but it looks more like a Vsync issue (which is a software fix)

It's a vertical sync issue, meaning the display is out of sync with the graphics frame buffer. You can't see it in landscape because the content is moving perpendicular to the tear line, trust me it's still there. Could easily be a hardware issue.

It's not a vsync issue.
You can clearly see the refreshed page is static until next refresh.
There is no tearing on the display.

This is just how screen refresh works. It always refresh one line at a time only. Even a fully vsync display could have jelly effect.
This just shows the new display on iPad mini rotated 90 degrees physically. So jelly when portrait and no jelly in landscape mode.
Old iPad mini have jelly in landscape mode.

I am unable to duplicate that affect on my Mini 6, so perhaps its a manufacturing issue on some machines or perhaps its somehow dependent on software configuration?

Maybe if they used OLED...
I came here just to post that perhaps Apple secretly used OLED on the Mini 6, lol. I've owned several Samsung tablets with OLED screen, up to the Tab S6 I still have (don't judge, that OLED screen is a thing of beauty for videos). Every one of them has the jelly scroll when held vertically. I thought this is an issue inherent with OLED.

Me neither. Could be different screen manufacturers, making it luck of the draw.
