Like how you had the answer to @rustyosaurus' problem and that was to return his phone. Turned out that there was something else causing his problem and it wasn't a defective phone that needed to be returned. So it turned out, you didn't have the answer.

I asked him to do the test first. I’m not sure he did. If it did fail the test, it is defective. It doesn’t matter whether or not it’s bright enough for him, that’s subjective and I don’t care. My job is to objectively test for one thing. If it fails, it is defective. If it doesn’t, we then look at other things. I don’t remember him coming back to me with the test.
 
I use dark mode. Save battery also.

I have gone through this issue before. So I have studied every piece of information on the internet about this including extensive testing and experimentation personally. So I don’t want others to go through all this trouble. I want to provide others a shortcut to help them fix this asap.

For those who have this issue, try this:
  1. Slide brightness to 100%
  2. Switch OFF auto-brightness
  3. Slide brightness to 0%
  4. SLOWLY slide brightness to 100%
This gets me access to max brightness, so it looks like auto brightness has been tweaked to cap your maximum brightness based on light level. It’s a bit annoying since I like max brightness for watching videos.
 
But is your brightness level is around 50% (or say between 20-80%, basically anything but 100%), then the level of brightness shouldn’t change.
This is not true for OLED iPhones. It depends on light conditions. The screen will get brighter when you disable auto brightness in a dimmer environment. This is not a defect, it's by design. Enabling auto brightness caps the max brightness level and adjusts according to light level. When you turn it off, regardless of what you have it set to, the limit is removed and the screen will get brighter.
Please stop blanket telling people their phones are defective. They are not.

Having people compare their iPhones to the Apple store display phones is not a solution.
The Apple display phones have auto brightness turned off by default, and even if you turn it on, it is an extremely bright environment which will most likely max out the ambient light sensor.
You would get similar test results by standing outside in direct sunlight.

You don't need to go through all those steps.
Just turn off auto-brightness and wait 5 seconds or so.
You will notice the display brightness slowly get brighter automatically.
 
I have iphone 11 and 12.

11 has same max. brightness on 100% with autobrightness on or off - in bright enviroment stay on same max. brightness
12 has same brightness like 11 in max brightness when is autobrightness off or if it is on in bright enviroment.
12 has lower brightness on 100% when is in darker room than 11 and autobrightness is on
Max brightness on 12 takes few seconds when is in bright enviroment (or when you set autobrightness off and put slider brightness slider lower and higher). On 11 is instantly on max. level.

If bright enviroment puts my brightness higher than usual I think it's ok. I will not return device with this behaviour.

I also have the iPhone 11 and 12 Pro.
Everything you described here is exactly how my devices work as well. These devices are working as intended.

There is a deliberate difference between how the LCD iPhones(11) and OLED iPhones(12) work in regards to auto brightness.
I'm assuming this design decision is due to the fact that OLED is much more prone to screen burn in at higher brightness levels than LCD.
 
My 12 pro max was so dim I could barely see the display. 100% was similar to 10-15% on my 8 plus. I thought I was going to have to return it. But for whatever reason a reboot fixed it.

PEOPLE !!!! This is not an issue is a normal behavior of OLED screens . Apple change the AB behavior of your oleds screens to avoid burning and life span redux.
The AB feature on OLEDS not only moves the slider up and down it analise the environment too and if its too dark the AB will go also limit the maximum brightness capacity because of this if the screen has 100% with AB on in a Bright room it will be much brighter than same 100% AB on in a dark room.

I REPEAT THIS IS NOT A PROBLEM LIKE OTHER SAY THIS IS A FEATURE TO AVOID BURNING AND EXTEND OLED LIFESPAN.

I’ve noticed some screen issues with my mini as well. It will be dim during the day and sometimes too bright at night, so I’m kind of wondering if I got one of the earlier ones made with a quality control issue with the auto-dimming feature

I don't know about the 12 Mini, but do know that some iPhones brightness increases when you turn auto brightness off. Happened to my iPhone X. After turning auto brightness, without changing the brightness slider, the screen would gradually get brighter after 10-15 seconds.
