You should look at the support document again. They do no state anywhere that the phone has to be actively using the OIS system. It simply stays that the document is applying to the OIS and closed loop autofocus components only and not to any iPhone that does not have these. I do not believe older iPhones or the cheaper versions even have this issue since they do not have OIS. Now that they’re aware of the specific issue, the iPhone 13 models may have sturdier hardware than the 12 pro to help mitigate the issue.
