I'm on PST in LA, and at the screen where it says "Buy" it is greyed out for me.

This is incorrect. You provide the information to check eligibility, not to lock you in to a contract.
For example, for me, I am buying a phone at full retail to keep my unlimited data. At checkout, it still states that I am on a month-to-month no contract plan with unlimited data.
I was also told in chat that it was 10PM local time and that if the store pick-up is greyed out that means there is no stock. I've been refreshing since 9:55p and got in right at 10. But when I check via the app it shows stock at one of my local stores. WTF APPLE!

It seems that Apple coded the site so the Buy Now button activates upon your computer's local 10:00PM time. I tested this by simply changing my Time Zone and refreshing the page. However, like stated before, the system will probably not allow you to select the Pick up option until 10:00PM PST.

Ridge Hill is the only place nearby for you that has it in stock. All the rest are in NYC.
There is a possibility but don't quote me on that. I'm just reporting my findings and hoping for the best outcome lol
It probably depends on whether or not you are eligible for upgrade to begin with. I am not, so after I provide my information, it goes straight to the cart.
It might be a more difficult process if you are, in fact, eligible for upgrade.
Is yours still greyed out? On the app it is still greyed out, website says "Pick up:Inventory updated nightly at 10 p.m. Currently unavailable at null." and still greyed out.
