I think the person was referring to content they already pruchased from iTunes store. In which case, as I posted before, I too am wondering this same question. I'm assuming hyperpasta meant getting the videos he/she already has purchased from the iTunes store upgraded to 640x480 without having to buy them a second time. While everyone would love a free upgrade, of course, but since bandwidth isn't free, some sort of one-time discounted fee for upgrading one's entire library to the higher resolution would be a reasonable solution.
