My bike computer didn't come with a charger, nor did my Garmin Fenix or my daughter's TomTom. Nether of my kids' Nintendo 3DXLs did - and that's just off the top of my head. Despite this, I've just checked and I've got 9 of them sat in a cupboard, and that doesn't include those I've got dotted around the house in actual use (or are still sat wrapped in their iPhone etc boxes for when I sell them). Even when I do have another device that needs charging, I'll tend to just use one of the chargers already in use and swap it with whatever was already charging in it, it's not as if anyone needs one charger for every device they own.
Ultimately if Apple are going to give me another charger, I'm going to pay for it, even if that means not having one means no price increase rather than an actual discount. Sure, this may be a way of Apple cutting costs, but in reality the impact on me will be zero, in the same way as when pre-iPhone phone manufacturers stopped bundling crappy airplane-quality earphones with their mobiles.
