Oh man I came here looking for a fix! I'll throw my hat in the ring too and say I'm screwed right now like you guys are. I'm used to bugs, but this one isn't small!
Apple did test it. They noticed that printing doesn't work well and put it in the release notes!

I replace the cups folder in the /usr/libexec by the High Sierra one, works for me (do not forget to rename the Mojave cups an other name (i.e. ¬cups), then I relaunch the system, the system tells me that the printer was not well installed, and if I want to prepare it, I say yes et voilà. I noticed that Apple pushed through a Canon Print Driver update through Software Update this morning. I had high hopes that this would solve my print issue in Mojave beta 6. But still get the same -10 error. If anyone else got it to work, appreciate any feedback on what you did

Same problem - I went to /usr/libexec and moved all the contents in the "cups" folder to a new folder in my desktop, restarted and moved them back. Restarted and it worked! Without this page I would have been screwed! Thank you all!
Thats Awesome!this worked for me as well; after 2nd reboot, went to print, got a message 'printer not installed correctly', i clicked on 'repair"... and am back in business. thanx!!

Hi. Would you like to explain me how to replace the cups folder ?. Thank you very much.
Doesn't work.What worked for me is:
1) create a new folder on the desktop
2) search for /usr/libexec and move the contents of the cups folder to your new desktop folder
3) the cups folder should be empty at this point.
4) restart twice, reset printer system and disconnect power from printer. Plug in after 30 sec.
5) move the contents from your desktop folder back into the cups folder
6) go into preference printers and re-add printer.
You should be able to print at this point. Big thanks to Marc mjm
