No it shouldn't. They specifically said it would be released tomorrow. It's still 7/19 in California, which is not tomorrow.
 
Why would it be 12:00AM EST? I don't get it, I mean that would benefit me since I am I live in NC/NY but seeing as Apple is based out of California I cannot fathom as to what reason it would be released 12:00AM EST and not PST. Thoughts?

It has already been confirmed on Twitter Lion launches at 12:00AM EST. But it's not as simple as pressing a button it takes time to rebuild App Store pages. Everything is cached for performance reasons.
 
8:30 Release seems likely

It makes sense to release it at 8:30 on a wednesday instead of at midnight. While many of the so called fanatics will download lion the second it appears on the app store, most of us will have to go to work tomorrow morning. An early morning release would ease the tension on Apple's servers. I'm actually surprised they announced the release date. They must either be extremely confident in that new data center or intentionally want the servers to fail to create a media buzz.

I know that I get all my Apple news from Twitter. The Internet and in particular Twitter is the place Apple goes to announce release dates/times.
