My iPad Air 2 may finally get updated from iOS 8.4.1.

I never had problems with my Air 2 on iOS 11. It’s surprising, really.

As a professional artist I absolutely love the measurement feature!

It's also counter effective, because if your old phone works fine and fast, why would you buy a new one? It's the complete opposite of the planned obsolesce Apple is accused of by slowing down older phones.

What about emerging markets where people can only afford iPhones a gen or two behind? Not everyone is fortunate to have first world salaries.

Careful, it may be a trap. Once you update you'll find it's as slow as any other update to get you to buy the latest hardware (I mean last year's latest hardware obviously).
