Any UI changes should be purely optional. Also, OSX already has inertial scrolling...so how is this any different?
Either you didn't read the article fully or you've never used an iPhone or iPod Touch or both or all of the above.

ios scroll bars would be ridiculous in OSX if they disappeared when not in use, I could understand it in a small device like the iphone where space is a premium, but on a mac this isn't a problem, at the moment you can tell in a glance where abouts you are in the document and how long the document is, why take this functionality away?
uh oh, the nerds who fear change will come out of the woodwork
sounds good to me. Apple are (OBVIOUSLY) far better at interface design than I/we are, so I'm sure it will be a nice evolutionary change, just like most changes to OS X have been
don't be nerds, guys
Good. Aqua is 10 years old, it's time to move onto something that's more modern and less obtrusive.
Excuse me?! Don't fear change. I've cutting edge adopted every new system OS Apple has introduced since OS 6x - even on machines they weren't supposed to be compatible with. The progress of OSX has been tremendous. But I actually work for a living with the Mac. It's not just a 'cool toy'. A finger will never be more accurate than a mouse.
I think positive excitement over such a dubious 'improvement' is silly. Let's see some real, useful cross integration take place in the new OS.
One Windows 7 feature I wanna see is the Snap feature, it lets you put the windows side by side, which is awesome..

iOS Scroll bars for the win inside OSX. As you can see with the attached Screenshot, this mail app I use has them. And they are very minimal, only on hover to they show up. They save about 10px of the design out of the way. A+ for this if it's true.

Okay maybe I'm missing it but what's the point of rubber-banding?
Who cares???????????
I for one welcome the death of "Aqua" scroll bars and GUI in general.
