Download started without the use of VPN, but then the same message appeared again.
I managed to restart it, now on 1.87GB.

Just restarted my Mac and now the update is downloading for me here in Germany directly without VPN!
Right before the restart it was still showing the error message instantly.

Mine is anything but fast VPN to Australia from UK says about four hours remaining hahahahaha

I stopped the VPN to Turkey, raw UK internet is giving me 24 mins remaining!
