This seems to be due to an interrupted or corrupted download. This can usually be resolved by clearing your Mac App Store cache.

1. Quit the Mac App Store
2. Go to Terminal and type following: open $TMPDIR../C/com.apple.appstore/
3. Move the files inside the folder to the Desktop or any temporary location (if you are confident, you can move them to Trash straight away.)

This worked for me. I was getting the error and now it is downloading for me again.

Yep it is working again here too. Screamed to 3.45GB then stopped. Now 40 mins remaining! There we go.

have you tried running "sudo softwareupdate --reset-ignored" ?

Working for me now…I had to go into the Mac App store, search for big sur and click get on the app to get the download to restart properly.

Just redownload. I was in the exact same boat as you. All grand now. Did nothing special.

Mine was failing on the west coast, but continues to download while connected to Germany VPN via mullvad.

i did the clear cache suggested by Skb3735 and that got things downloading again off the VPN so let's see how that goes.
