I have installed the GM Seed to my iPad 3 (WiFi) and selecting a wallpaper is incredibly slow. It takes upwards to ~12 seconds for a wallpaper thumbnail to launch full-screen and about ~10 seconds to apply both to home and lock-screen.

I'm not sure how this passed Apple performance testing.

And have you made a clean install? Or restored some data?
 
Complete wipe of the device and new installation. In general, the entirety of the OS is sluggish on the iPad 3. I am quite disappointed.
 
Definitely buggy on my 3rd gen iPad. I did a complete wipe and restore to iOS 7 GM, restored from backup, and reset all settings and it's still giving me a couple issues:

-Setting a new wallpaper causes the iPad to hang for a while, and chosen wallpaper is sideways in the home and lock screens until restarting
-Animation of icons on the home screen after closing an app with 4 finger gesture is always choppy, looks like an error with the animation itself. Other animations look fine

Rather stupid for Apple to name a feature a well established nomenclature. The same feature called Text Substitution in Mac OS X, so given that it even syncs to iOS the naming discrepancy is mind-boggling.

iOS has never had shortcuts of this kind. It's an OS based on touch, not on keyboard input.
They come into play when you have an external keyboard connected.

However in this case it doesn't appear that those are the ones that are being discussed.
 
My latest thoughts:

I have finally installed the GM on my iPad and so far it is SO MUCH BETTER! The respring issue- gone, pinch to home screen- fixed, real blur in multitasking and folders is there, no leggy typing, and no slow/choppy animations. Maybe I am just lucky or haven't seen iOS 7 on iPhone 5 but I am happy with how it turned out :)
