They want as many people to be as happy as possible and at the same time they want to create a buzz on the 19th.
They knew if they tried to ship everyone's iphone to get an exact ship date of the 19th, many people would get it the following week for various reasons, either UPS/FedEx fault, regional differences, no one home...etc.
Friday is still a great public release day for various reasons, despite being close to the "won't ship until Monday" cutoff.
The best thing they could do would be to get the early preordering people's phones by the 17th with a two day cushion. This way ensuring as many happy preordering customers as possible.
This is why they are also releasing 3.0 update on the 17th because this begins the "three day safety window".
They are not going to just hold our iphones in our local UPS/FedEx facilities. They will be sending them out between the 17th-19th to make sure the preorders do not get held up until the following week.
