They have like... less than 300,000 inhabitants. Seem a strange route for Apple ( very unusual actually, since Apple havn't bothered all that much about that little island in the north.. )

Why would Apple invest resources in getting iTMS to a country with as few inhabitants as Iceland.
I know Apple already announces they would expand iTMS in october, but i dont think this is-not-available-in-your-country-yet-message is any indicator of which countries theyre aiming at.

But I really do suspect that it was some sort of glitch or error or even possibly an update to the server. Granted, if it was an update, then it would be possible that more countries are going to be added, but who knows?
Did anyone who already had access to the ITMS check their connection? I assume it was working while everyone was trying to see if their country was going to be added to the list...
