Apple has disabled headline software features on older devices in the recent past that were quite capable of powering them. Siri could definitely work on an iPhone 4 for example. And there's no reason why Siri couldn't be enabled on an iPad 2 either.
I guess they are confident the hardware improvements are strong enough this time that they don't need to hold back software features from the 4S and other devices.

This photo was taken by an iPhone 4S running on iOS 6 with Panorama.
Dimension is 10800 × 2514 and the file size is 18M. It is pretty damn awesome.

You won't have to worry about that because the Panorama feature won't be on iPhone 4.I have dermander on my 4 does the ios6 panorama have issues with shakiness? Sometimes with dermander if I am not perfectly still the panorama gets thrown off a bit.

They used it to promote 4S sales, but even without Siri it was still a great upgrade even over a 4.Siri was undeniably the headline feature of the 4S.
