Answer everyone of his 50 million questions over several days. Goes to transfer line, Verizon says you can't change the plan. He demands a refund and said I lied. I explain to him, for the 20th time, that you can indeed change the plan. Try a different rep, or at the worst I know for a fact that it can be done after the fact.

Where I live, retail b/c most get turned away w/o a phone but you have to convince them the Verizons are GSM SIM unlocked. The apple reps where I live tell them the devices are tied to Verizon

You can do it right away. But you can't do it if it the line comes to you with a provisional device ID on it - you have to put a phone on the line and then suspend it w/o billing.
