Pope's visit will impact UPS deliveries in NYC, DC, and Philly [CONFIRMED]

JESUS. I feel so bad that I thought this was a joke thread. I saw the pope thread, then I read this as PAYPAL.
 
I can't say this is too surprising, I wondered how that was going to work. I would imagine a lot of things will be shut down/stopped due to safety reasons regarding his visit.

A. ALL AIRCRAFT OPERATIONS WITHIN THE 7 NMR AREAS LISTED ABOVE, KNOWN AS THE INNER CORE IS PROHIBITED EXCEPT FOR: 1. APPROVED LAW ENFORCEMENT, APPROVED AIR AMBULANCE AND MILITARY AIRCRAFT DIRECTLY SUPPORTING THE UNITED STATES SECRET SERVICE (USSS). IN ADDITION, REGULARLY SCHEDULED COMMERCIAL PASSENGER AND ALL-CARGO CARRIERS OPERATING UNDER ONE OF THE FOLLOWING TSA-APPROVED STANDARD SECURITY PROGRAMS/PROCEDURES: AIRCRAFT OPERATOR STANDARD SECURITY PROGRAM (AOSSP), FULL ALL-CARGO AIRCRAFT OPERATOR STANDARD SECURITY PROGRAM (FACAOSSP), MODEL SECURITY PROGRAM (MSP), TWELVE FIVE STANDARD SECURITY PROGRAM (TFSSP) ALL CARGO, OR ALL-CARGO INTERNATIONAL SECURITY PROCEDURE (ACISP) THAT ARE ARRIVING INTO AND/OR DEPARTING FROM 14 CFR PART 139 AIRPORTS. 2. FOR OPERATIONS WITHIN THE TFR, EMERGENCY/LIFE SAVING FLIGHT (MEDICAL/LAW ENFORCEMENT/FIREFIGHTING) OPERATORS MUST COORDINATE IN ADVANCE WITH THE FAA OPERATIONAL MANAGER IN CHARGE AT THE NEW YORK TRACON, AT (516) 683-2966, TO AVOID POTENTIAL DELAYS. 3. ALL AIRCRAFT SHALL SQUAWK THE ATC ASSIGNED DISCRETE BEACON CODE CONTINUOUSLY WHILE OPERATING WITHIN THE TFR. IN THE EVENT OF A TRANSPONDER FAILURE, THE PILOT SHALL ADVISE ATC AND ATC WILL PROVIDE THE MOST DIRECT COURSE TO EXIT THE LATERAL LIMITS OF THE TFR. 4. ALL AIRCRAFT MUST REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITHATC AT ALL TIMES. 5. HELICOPTER OPERATIONS ARRIVING AND DEPARTING THE WEST 30TH STREET (JRA), EAST 34TH STREET (6N5) AND WALL STREET (JRB) HELIPORTS, AND SEA-PLANE OPERATIONS ARRIVING AND DEPARTING THE NEW YORK SKYPORTS INC. SEAPLANE BASE (6N7) THAT HAVE BEEN TSA SECURITY SCREENED, AND HAVE MET GATEWAY REQUIREMENTS DESCRIBED IN PARAGRAPH D BELOW, ARE PERMITTED ON SEPTEMBER 25-30, 2015 0700-1900 LOCAL, PROVIDED PILOTS COMPLY WITH 3 AND 4 ABOVE. AUTHORIZED HELICOPTERS/SEAPLANES MUST FLY ATC ASSIGNED INGRESS/EGRESS ROUTES.

B. OUTER AREA PROCEDURES FOR AIRCRAFT OPERATING BETWEEN THE INNER CORE TO THE LATERAL LIMITS OF THE NEW YORK CLASS B AIRSPACE, FROM THE SURFACE, UP TO BUT NOT INCLUDING 18000 FT MSL, ARE LISTED BELOW: 1. ALL AIRCRAFT MUST BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN. 2. ALL AIRCRAFT SHALL SQUAWK THE ATC ASSIGNED DISCRETE BEACON CODE CONTINUOUSLY WHILE OPERATING WITHIN THE TFR. IN THE EVENT OF A TRANSPONDER FAILURE, THE PILOT SHALL ADVISE ATC AND ATC WILL PROVIDE THE MOST DIRECT COURSE TO EXIT THE LATERAL LIMITS OF THE TFR. 3. FIXED WING OPERATIONS ARE LIMITED TO AIRCRAFT ARRIVING OR DEPARTING LOCAL AIRFIELDS. AIRCRAFT MAY NOT LOITER. 6. HELICOPTER OPERATIONS AREA PERMITTED TO LAND AND DEPART LOCAL AIRFIELDS AND TRANSIT THE AIRSPACE BETWEEN 7NM TO THE LATERAL LIMITS OF THE NEW YORK CLASS B AIRSPACE PROVIDED PILOTS COMPLY WITH PARTS B.1, B.2 AND B.3 ABOVE. HELICOPTERS MAY NOT LOITER. 7. FOR OPERATIONS WITHIN THE TFR, EMERGENCY/LIFE SAVING FLIGHT (MEDICAL/LAW ENFORCEMENT/FIREFIGHTING) OPERATORS MUST COORDINATE IN ADVANCE WITH THE FAA OPERATIONAL MANAGER IN CHARGE AT THE NEW YORK TRACON, AT 516-683-2966. 8. IFR AIRCRAFT ON ESTABLISHED ROUTES ARE AUTHORIZED TO TRANSIT THE OUTER RING. VFR FLIGHTS LANDING/DEPARTING AIRFIELDS LOCATED WITHIN THE OUTER RING ARE AUTHORIZED. WORK LOAD PERMITING VFR FLIGHTS ARE AUTHORIZED TO TRANSIT THE OUTER RING. THESE FLIGHTS SHOULD FILE A VFR FLIGHT PLAN AND COMPLY WITH ALL OTHER APPLICABLE RESTRICTIONS.

C. THE FOLLOWING AERONAUTICAL OPERATIONS ARE NOT AUTHORIZED WITHIN THIS TFR: SPECIAL VFR OPERATIONS, FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC FLIGHT, GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRALIGHT, HANG GLIDING, BALLOON OPERATIONS, AGRICULTURE/CROP DUSTING, BLIMPS, AIRSHIPS, ANIMAL POPULATION CONTROL FLIGHT OPERATIONS, BANNER TOWING OPERATIONS, MODEL AIRCRAFT OPERATIONS, MODEL ROCKETRY, UNMANNED AERIAL SYSTEMS (UAS) AND UTILITY AND PIPELINE SURVEY OPERATIONS. .

D. GATEWAY AIRPORTS HAVE BEEN CREATED AT FARMINGDALE REPUBLIC AIRPORT, NY (FRG) AND LINDEN AIRPORT, NJ (LDJ) BY FAA, TSA AND U.S. SECRET SERVICE TO ACCOMMODATE HELICOPTERS ARRIVING AND DEPARTING JRA, JRB, 6N5 AND VFR FIXED WING SEAPLANE OPERATIONS ARRIVING AND DEPARTING 6N7. TSA SCREENING WILL BE AVAILABLE AT THESE LOCATIONS ON SEPTEMBER 25-30, 2015 0700-1900 LOCAL. SPECIAL ATC PROCEDURES AND ROUTES TO AND FROM THESE AIRPORTS WILL BE ASSIGNED PRIOR TO DEPARTURE FROM A GATEWAY AIRPORT. INTERMEDIATE STOPS ARE NOT AUTHORIZED UNLESS AN EMERGENCY EXISTS.

E. THERE IS A SEPARATE NOTAM DESCRIBING SPECIAL INGRESS/EGRESS PROCEDURES FOR AIRCRAFT ARRIVING AND DEPARTING THE MORRISTOWN AIRPORT (MMU) ONLY.

F. FAA RECOMMENDS THAT ALL AIRCRAFT OPERATORS CHECK NOTAMS FREQUENTLY FOR POSSIBLE CHANGES TO THIS TFR PRIOR TO OPERATIONS WITHIN THIS REGION.

As long as the area is avoided, and the shipping company is a Part 121 carrier (Shipping companies are), flights carrying shipments won't be impacted. However, that doesn't say anything about ground deliveries in the area the VIP may be in. That is a different issue. But the flights shouldn't be impacted by much.

Ugh, this pope guy is causing more headaches than it's worth. He should take his Quran and go back to his fellow Muslims.

I work for one of the big carriers and with things like this there are always contingencies in place to make service. If by chance, they are unable to make it out in time...then really, is the next day that bad of a wait??

Heh. The security measures are meant to prevent the little people from interacting with the Pope. Considering his habits in Argentina, I doubt Pope Francis is much amused by this display of paranoia. On the other hand, there's a small band of terrorists who absolutely adore bad press,, so what can you do?

In NYC, EVERY big event that will cause a large number of people (high profile or otherwise) to be in the same area is treated as a potential terrorist target, AS IT SHOULD BE. The NYC PD and FD will be on high alert and likely following all the usual protocols for NYE, Fourth of July, UN summits, presidential visits, etc. This type of security is not special for the pope.

Temporary Service Impacts Due to Papal Visit
Security measures will be in place in areas of Washington, D.C., New York City, and Philadelphia as Pope Francis visits the United States September 22-27, 2015. UPS is implementing contingency plans to minimize service impacts.

During the visit, no pickups and deliveries will be available in some ZIP codes. The days when service will be impacted are:

• Washington, D.C.: Tuesday, September 22, through Thursday, September 24. (Only limited areas of ZIP codes will be impacted, depending upon street closures.)

• New York City: Thursday and Friday, September 24-25

• Philadelphia: Friday and Saturday, September 25-26
