Do you think it's not working because I'm on a Family Plan? Can anyone with an iPhone Family Plan confirm that they were able to successfully upgrade online?
I have a Family Plan and I'm stuck on the same screen you are. The site is moving fast now but as soon as I get to that step, it errors out. A friend of mine got his to go through and the only difference is that he's on a regular plan and I'm on a Family Plan.
Maybe I'll wait and see if I can pre-order through AT&T.
Oh, and I don't have FAN account.

Same error here... on a family plan! Been trying for hours and nothing! Now the site is loading faster... but it only gets me to the error faster! Yay!

I was about to call AT&T and have them remove the FAN like I did when I bought the 3G. hmmm....

This must be really weird cause I also have a family plan and a FAN discount on the account, and my order went through fine?
I have a business account and it won't load. Maybe its Family and Business accounts. They may be on the same servers?????
