Apple doesn't require you to install a new OS release, either.

But they will download it if there is just enough space, thus filling up your phone.
There's a simple fix, and I'm disappointed Apple doesn't do this:
Offer the cheapest iPhone in multiple capacities.

At least offer the 5c in an 8GB and 16GB capacities, perhaps with the 16GB at $49 on contract? Some peope don't want the 5S at $99, although it is a far better value at the existing price points.

iOS 8 didn't auto download to my phone. Nor did it bug me to download it. The download isn't 5+ GB either.
 
The base model 5c is/was 8GB, not 16GB.

I'm not saying 16GB is enough, but people do have a choice and most people choose the cheapest option for whatever reason.

I'd possibly cause most people can't afford the higher end models. But Apple being greedy (just like any big company) knows that 16GB is not enough for many people so they keep the base at a measly 16GB and put people in a position where the have to get the higher model to have enough storage. Plus with Apps (including games) becoming 64bit they take up more space. Games also becoming more complex in graphics also take up more space. And with people having music, movies and photos on there phone that as well takes up space. 16GB can't satisfy that so people have to get the next one up (or higher) even if they really can't afford it. I for one am one of those people. I have a 16GB 4S but am looking to get a 64GB iPhone 6. if Apple had offered 32GB base model (which many have said they should have) then I'd go with that. But they don't so I'm put into a position where I have to go one up to get enough storage. 16GB has satisfied for now but only cause the 4S is 32bit plus I don't have any games mainly due to lack of storage and now graphics capabilities compared to even the 5S. Apple is either incredibly dumb or a genius for keeping the 16GB option. I'll let each person decide that for themselves.

16 GB works just fine for many typical iOS users, so not much of a reason for Apple to bump it up.

Maybe. But when the OS takes up around 5GB that only leave you with 11GB left. That's quite small. Either way at least at the stores where I live the 64GB option is most popular.

Aside from some large OTA OS updates even half of that is often more than enough for typical iOS users who install a few apps at most and only sometimes use their camera and don't really bother with music/videos/etc.

Sounds like a great strategy to me (and one that doesn't seem to be hurting sales).
