Slow Boot Even w/ Thunderbolt 3/NVMe APFS Drives?

It's a pretty common issue to have slow boot times now with external ssds connected with USB 3 or USB-C, but does this problem still exist with TB3 NVMe external drives (such as a Samsung X5)?
