Very strange, sorry I can't help further. Have you tried reinstalling?
NCSettings 1.7 as shown in Settings, 1.7-1 in Cydia.
The developer has identified why some of us have no toggle settingshe says a .1 update will be forthcoming.
In the meantime, there's this fix for those who want to try it:
"As a temporary fix, you can add a number key to com.jamied360.ncsettings.plist called 'dataRateBehaviour'. 1 for LTE/3G, 2 for LTE/2G."

Fellow MR member SolidBill found it on Reddit. A user over there posted it after learning about the problems with 1.7. I'm sure he would appreciate a thanks and upvote if you have time to stop by reddit!

Do I need to remove the ncsettings folder in ifile and/or the package in Cydia?
Got 1.7.0 and installed after following oreviously posted instructions. Thanks for that!
but my settings are still crashing and the location service and wifi don't seem to work, or at least the icons don't appear. Where can I get the 1.6.2?

Have you tried Settings -> NCSettings -> Reset all settings? Should help with the crashing.
No just go to the deb file in iFile, tap on it, then select install. If 1.7 is still on your device, uninstall that before installing 1.6.2.
Yes I just did actually, it only seems to crash when I try to access the toggle settings. Actually using the toggles has given me no problem.
If anyone knows how to get the 1.6.2 Deb file that would be awesome because I think anything above that is crashing on my for 4s
If it was the zip I think I tried that. I unzipped the contents but it didn't create a package in cydia and there was no ncsettings in the settings pane. Did I do something wrong with the zip?
The zip was probably my file. You need the deb file Bumpy posted.

Ok I got 1.6.2 installed. Still crashes. Maybe it's not playing nice with another tweak/app?

Scratch that. After I installed the deb filed Bumpy posted, I went into Cydia and it still says 1.7. And I did uninstall 1.7 prior to installing the deb. wtf
Try uninstalling again but this time make sure you also delete NCSetting's preference file located under '/var/mobile/Library/Preferences/'. Then reinstall.
Did you respring your device after installing? When installing via iFile it doesn't tell you to respring like Cydia normally would. You gotta respring. If you have issues, I'd go into Cydia and delete NCSettings then respring, reinstall via iFile, then respring again before trying to use NCSettings or even the settings page.
