You wouldn't be pulling those speeds on band 12, but it's possible more people are using band 12 which means less on band 4.I got 85mbps down yesterday. And that is more than my at&t. May be its because of band 12 in iPhone 6s Plus as my wife uses 6s plus.

From the one I am seeing it is unlimited data&text..I believe it's 5GB of high-speed data, with 100 minutes, unlimited texting.
