Yes... if you jailbreak and unlock.
But keep in mind that each time Apple releases a new iOS you'll have to re-jailbreak and unlock so if you're going this route it's best to change your iTunes settings to update manually, and wait for the jailbreak/unlock to be released for the new iOS before you upgrade it, or your phone will revert to being locked to Rogers.

Ah man I'm still looking for my iphone 4. Im in toronto but cant go to the apple stores beacuse I am not the primary account holder. However, there are a few rogers stores I know of that would let me do the upgrade because i am an authorized level 1 user.
Im dying to get my hands on a 32 GB iphone- its just a matter of when the rogers stores will have them in stock.

I'm planning on buying an Iphone 4 at Canada, I will stay there between September 7 and 14...
Is it possible to enter Apple Store, buy one and leave?? Full price, unlocked..
I know it is sold out now, but next month I guess there will be stock??
Also, is there any way to get the takex back?? I mean when I go back in to US can I have a refund???

5 hours in the Yorkdale line yesterday but the staff were very organized and matched us to the stock received so at least we weren't waiting in vain.
LOVE the screen. My 3G looks like crap in comparison. And it's FAST!
Funnily enough, the antenna issue manifested on my 3G after I upgraded to 4.0.1 and so it's the same with the 4. No dropped calls, not that it gets used much as a phone anyway, in comparison to all the other wonderful things it does.
Like others have said, it just feels so solid and the design is freakin' gorgeous. I don't want to use a case. Just screen protectors and a pouch for throwing it in my purse.

You can go to an Apple store without being the primary account holder.
I did a few upgrades for accounts where I'm level 1 auth user. When I went to the store, they pulled up rogers sales central, and the number I gave them showed primary account holder, and name of the first auth user on the account, neither of which were my name. They called rogers and the rep on the phone informed them I was authorized and they then put the upgrade through. actually didn't take long either..
There's no way you're getting the tax back. You buy things in Canada, you pay the Canadian taxes.

Apparently, yes. The online Apple Store has policies of only accepting Canadian credit cards and shipping to Canadian addresses, but this does not seem to hold for the physical Store. And you could always hit an ATM just before and then pay cash.

Which sucks.. us in Atlantic Canada we dont have apple stores.. what are we supposed to do? Just hope the Mighty Jobs picks up his slack and sends a couple down here every week....
Wow thats great news. I work right above the Eaton center and would love it if I were able to get the iphone 4 in the next week or so. From the sounds of it, it seems the apple stores are the only places that are getting regular shippments while there is little/ no news about the carrier stores.
Now all I need is for my credit card to come in the mail so i can pick up my iphone.

Getting super annoying I've gotten everything from Be here today or for sure tomorrow to "End of August" sucks how no1 has a clue...and the fact the workers seem to be getting more and more annoyed with calls asking if they have any.
Are you with Rogers? I had one in my hand from Bell at the Source and one from Virgin at the booth in the mall both were able to be sold but couldn't seem to find one from Rogers anywhere...even called Moncton SJ Miramichi just to be nosey..all have same response

Do the apple stores generally get their stock in the middle of the day. I was thinking to drop by squareone after work- around 6:30-7ish. Should I even bother?
Call them before you leave.. That was what I did last friday called Yorkdale @ 1PM went in lined up and bought an unlock iPhone 4 less than 45 minutes.
