No business budgets resources for the highest high traffic that can ever happen. You budget for reasonable high-traffic, and know that you're risking some downtime. It's called economics. You can spend an extra billion dollars for that last .000000009% of uptime, or you can call it done on your budget of half a million and go on. Obviously I made up those numbers, but you all should get my point...
Your instant gratification isn't the goal of Apple. Apple is here to make money. If the 99.99999999% of customers who aren't fanboys like most of us aren't affected, it isn't worth having idle server infrastructure.
