No, it hasn't. But it's a small step in the right direction.
Certainly some general improvements here and there, but a lot of the animations are still long in duration (and don't allow for interaction while they are happening).

Right. Still much work to do if you ask me. At least there aren't any critical crashes/reboots that are happening now in BETA 4.

For people saying it's working perfectly now, do the following:

Open up the Phone app, and hit one of the recents/favorites/contacts/keypad buttons at the bottom as soon as you see them show up. Obviously pick something you're NOT currently on. Notice how long it takes for the OS to respond because of the animation still in phase? You can repeat this over and over by hitting the Home button, and then going back into the Phone app, or ANY iOS 7 stock app. It simply takes too long for the app to be responsive.

I decided today, after installing yesterday the b4, that i'm going back to iOS 6. After using iOS 7 for 3 weeks, i'm fed up. First i said, that i will get used to the animations. But it's not going to happen. It's so annoying that you tap an icon 3 times, in vain, cause the animation is not finished... I unlock the phone, I have to wait. I exit an app, I have to wait, I exit settings, have to wait. the wait time is not much, but it's just enough to drive me crazy after 3 weeks. Using my wives iPhone 4 with iOS 6 feels much faster, and much more solid.
The last update sped things up a little bit, no doubt about it, but let's not get drunk with pure water, it's still a waiting game every time you press the home button, or you unlock the phone.

I recently restored back to iOS 6 so I could update to Beta 4 as cleanly as possible, and although iOS 6 is faster on my 4S, it just felt so antiquated.

The animations have been shortened in beta 4 and I imagine they will get shortened further nearer to GM. In the final release there will be far less background issues relating to the betas which means things should speed up there too. I think the animations will be far less intrusive in the final release.
 
I find if Im downloading albums from icloud that the entire GUI is sticky/stuttery across ios. Buttons even become unresponsive within music player and several music player crashes in B4.

Without the download pressure going on, iOS7b4 is passable. It needs a lot of cleanup. Parallax is sticky/stuttery on an iphone5, especially for uiactionsheets and for spotlight's introduction slide.

These guys have their work cut out for them...lots of good stuff in this iOS but the smoothness/quickness is an attribute of the platform that I hope we don't lose.

i really hope so. the thing is, i'm not bothered with the speed of animation, but with that few ms, when you think the animation is finished, though the buttons are not responsive. and you tap once, twice, and you see that nothing is happening.
those few milliseconds ******* up/ruin the whole smoothness, flow of the OS.

Exactly! I can't tell you how many times I've had to tap twice or even three times to open an app. Ideally, things should be tappable even while the animation is executing. If they fix this, I'll be very happy.

And the APIs allow for that, it's just Apple either has that option disabled or is doing a lot of logging that significantly impacts animation responsiveness.

I'm really happy to hear that, because I love the animations. I think they're really cool. It'll be wonderful when they get rid of that lag.
 
Im actually very happy on beta 4, im sure they will tone down the animations even more and allow to sort off bypass/make buttons respond while they finish :) or just a flip to turn off/on.
 
FYI, iOS 7.1 beta 2 fixes the green bar at the top of the screen being nigh unreadable (it's now more of a mint green than a highlighter-pen green), and also addresses the speed issues.

VERY pleased about that.

Hidden ios7 settings shows it's Apple that's the problem. I sped up animations via hidden settings and can say that my A6 is more than capable with iOS 7.

The animation is set to a preset speed...no matter which chip, A5, A6 or A7, the animation speed is the same. I compared with iPad mini and iPad mini retina, the speed is almost the same...

I'm saying that APPLE can fix thjngs with the slide of a slider. The new jailbreak has uncovered hidden settings used by Apple. My iphone 5 running ios7 is now lightning fast.
