I too am having the same problem. Trying to update to 7.1. Could't update to 7.0.4 either with this same error.
I unpaired, erased and repaired, erased and started from new/not restore from backup.
iPhone XS Max and Apple Watch Series 4 LTE
 
I called apple support and after being elevated to higher customer support, they said this is a known issue and to call back in a couple of weeks as they don't have a fix at the moment. So it would seem it is moderately widespread and are figuring out whats wrong. Hopefully we see an update soon.

I had the same problem, although with Series 3 GPS only. Kept getting the same message. Someone else on this forum has suggested a fix: before the update forget the wifi connection on the phone you are connected, then reconnect. This worked for me. By the morning I had 7.1 installed on my S3.

Thanks! I’ll give this a try. So basically have the iPhone disconnected from WiFi?
 
if you have AppleCare+ they will simply send you another one that's flashed and works...im on my 4th one now....I have a Series 3 Apple Watch Edition and got my 4th one yesterday...from 6.x.x to 7.0.0 to 7.0.2 to 7.1 all new watches...
 
Not a simple disconnection, you need to forget the wifi connection, then connect to the same one (and of course reentering the wifi password)
Sorry, but I even reset my network on iPhone and it doesn't help. :oops:
There is iOS14.2 with watchOS7.1 but the issue is still reproduced.
Sometimes I see `unable to verify update' error, sometimes `unable to check`
Pity that they have the same issue with all these new updates as the year before
 
I'm getting a replacement... but if it's a hardware issue... i'm concerned that one won't update either. We'll see... the replacement is out for delivery.

Mine just showed up with an old OS... AND it's installing 5.3.9??????? But at least it installed.... Let's see if it will update to 7.1 now....

I tried contacting Apple support and they have no idea. They forwarded the issue to engineering like the people above and hopefully will hear back by Monday
 
So, I decided to try with beta software. Last night WatchOS 7.2 was released and woke to a message asking to agree at something, it installed right away. Now on 7.2 after over weeks and weeks trying to update and failing to verify update

After installing Big Sur, I tried once again to install iOS7.2 but was unsuccessful. Judging from the Big Sur server trainwreck, it may be awhile.
 
I can confirm I was able to install the 7.2 beta on my watch just now. I installed the beta profile on my watch only, and it was able to install! So I guess my issue is kind of fixed? Just hope I am able to get off the beta train once 7.2 comes out to the public but for now I’m just happy to not be on 7.0.
 
Also jumped on the beta. Weeks and weeks of failed updates and this one went like clockwork. They must have found something! Thanks for the recommendation...

just tested it (with my old serie 4) and the 7.2 beta profile could be installed to the watch, without running beta on the phone (which runs iOS 14.2). so far not seeing any difficulties.

From ancient experiments (with watch OS 5.x and 6.x some time ago) i know for sure, that this might result in 'glitches', like not being able to configure a particular watch face for example, that is new in the watches beta OS, but not 'known' by the phone (for example). As this could be tolerated, maybe other options, that were introduced with the beta, might not be available in the phone as well.. so this is (for me) resulting to the answer: yes, watch can run beta, while the phone is still on public/production version, but if this is a good idea (because of possibly missing config features in the phone), is a completely different question ;)

As the phone can be restored from a beta back to the latest public version by the owner, it is important to be aware of the fact, that this is NOT possible for the watch! Downgrading the watch from beta software back to production version can only be done by APPLE (incl. sending the watch in and maybe paying bucks for it).

I had the same problem with 7.0.1 and my series 3.

I got it to work by completely shutting down my *other* Apple watch (an original). It seemed like it was interfering somehow, making itself the current watch which stopped the update on the series 3.

I was really fiddling around by that point, though, so it could have been something else I did.
