From what I was told, that's if you join edge after 1yr into your 2yr contract.
I finished my 2yr and switched to edge when I was eligible for a Upgrade.
Also, doing it this way is no different then If I walked in as a new customer and signed up for edge for the first time. They can't ask for the customers prior phone just to start edge.

Edge has always been that way. You have to turn in a phone to start on the program.
And don't call Verizon and ask about the memo. It'll only bog them down further.

Who is eligible for Verizon Edge?
To be eligible for Verizon Edge, your device must be eligible for an upgrade and:
Existing customers of 7+ months must have a good payment history with us during the prior six months.
New and existing customers of 6 months or less must pass a credit check.
You must have a postpaid service agreement with Verizon Wireless.
For a limited time, existing customers who are within 12 months of their upgrade eligibility date can trade in their old devices and use Verizon Edge to enjoy the benefits of a new 4G LTE device. This offer is available 7/1/14 - 7/31/14. To be eligible for this offer, you must:
Be eligible for Verizon Edge
Be within 12 months of upgrade eligibility date
Upgrade to a new 4G LTE Verizon device
Have an active postpaid service agreement (prepaid accounts currently not eligible for Edge)
Return your current device that was active on the upgrading line as of start of promotion (07/01/14) or authorized replacement (e.g. CLNR, Insurance) in good working condition
