Trackpads are still incomparable. I tried them out at the Microsoft store recently. It's your primary input device apart from the keyboard; think hard about sacrificing that experience.
Same here, ironically, you can't use a mouse with mac due to differences in screen refreshing rate and some other architecture in hardware that I don't understand. As someone who was used to using mice it took some time getting used to. There is, however a fix called "smoothmouse" that emulates windows mice in macs.Before owning my first MBP (6 months ago) I was certain I'd need to plug a mouse into it. But that trackpad is so good I've never even reached for a mouse. And I'm probably only using 20% of its features.

They have a sale for the base model 13" RMBP for $1029.99. Her upper limit is $1,000 so I'd have to push her. My girlfriend needs a new computer right now and only does email and Microsoft Office, however I can't in good conscience suggest the MacBook Air. Will she still be good with the RMBP, even though it will soon be replaced with a nice shiny new one? Or would the 13" MacBook Air for $850 be a better deal?

If she only uses it for Office and email, the Air is a "better deal" because she doesn't need any more, but for $180 more, get the rMBP!
