If Intel will be able to get Coffe Lake released this year, as they plan, a October release could become a disaster.
Because of the Ryzen CPUs Intel is trying to get Coffe Lake released and shipped between Late 2017 and Early 2018 if we can believe in current rumours about that.
Apple will feature Kaby Lake CPUs, because they will have to start production several weeks before the release, to get the first models shipped near the release.
I suppose we could see a quiet spec-bump in June/July. A Q4 release wouldn't be optimal, because the CPUs would be "old" again. If Apple planned a Q4 release, they could be forced by Intel to move the release forward, or to live with the problem in releasing old hardware.
Also it wouldn't surprise me if many people are waiting in buying a MBP, because the Kaby Lake CPUs feature H.265/HEVC, are less energy consuming and feature Intel's SpeedShift Technology.
If we don't see the lowly little 12-inch MacBook get a Kaby Lake update before WWDC, then I think it means that it, along with the MacBook Pros, will be updated at WWDC. I don't expect they'll get a lot of stage time — basically it'll be Apple's way of shoring up the notebooks by announcing them with the new Kaby Lake chips. Apple has done this sort of thing in the past. And, if you recall at the MacBook Pro keynote last October, Phil made a point of showing the entire notebook line on stage.

Considering the Kaby Lake specs and the past releases, I would answer with "yes".
17" would be a real surprise. Maybe if Apple really plans a Pro-Pro model.
In my opinion, the 15"-model will has max. 16GB to remain the battery life.
If KGI analyst Kuo is right and Apple will release a 32GB-model, we could maybe see a 17" model with 32GB RAM; Apple could use the space to put a bigger battery in the machine. But this is really unlikely in my opinion.
I read that Apple had wanted to use a larger battery but incurred problems that would have delayed the release so they bit the bullet and opted for a smaller battery.
