What would be the best way to handle a fight?

OK- now I see what's going on. So he's a bully, and he's already hit you. I wouldn't normally say this, but if he hits you again, you hit him back- hard. I know everyone is going to kill me for saying this, but this is the only language bullies understand. Definitely stand up for and defend yourself.
Knock him down to win the first fight. Then kick him while he's down to win the rest of the fights. Lee's right - some people will respond only to force.
If pushed to it, then what Lee said. You have to change his expected pattern of behaviour.

Okay this may be a noobish question to ask but...what does it mean to "eat someones veggies"?
Um, could telling an authority figure make you anymore of a wuss than youve said you are now? 
Is the school-code so unbending that to even suggest tattling is tantamount to losing the fight?

Trust me- the bullying would get worse after that. It's different if an authority sees it happen and stops it.
If this situation were more extreme, then telling a school authority would be a good idea.
Sounds to me like he's doing everything he can to provoke you into hitting him. I would say don't do it - you'll be playing right into his hands. At some point he's got to get tired and find someone else.

Well, if you really must fight him, and it's true that he's a a black belt (and a real black belt, not a pretend one), don't fight him, he'll eat you for lunch. But probably (judging based on your apparent age) he doesn't have a real black belt, because it takes years of practice and maturity to get one. Which means he knows how to make karate-like motions, but only if you play by the rules. So don't play by the rules. Get in close, pull hair, twist balls, bite, etc.
Oh, and don't fight. It's a terrible idea. Just sayin. But if he starts one, there you go.

Learn Krav Maga, disable the kid, and kick him while hes down.

He isn't messing with him because he wants him to hit him back. He's messing with him because he thinks he won't hit him back. Bullies are cowards down deep, trust me. They lack self esteem and do things like this to prop themselves up. This guy won't get tired of messing with the OP as long as he thinks he'll never hit him back.
