While everyone has a right to doubt Travis as the eBay seller, people should really keep that to themselves and not insinuate until there's further proof.
If the item is being shipped via USPS w/o signature confirmation, you're in for a long ride.
To make a long story short, I once ordered AppleCare via eBay shipped via USPS and the seller did this scam where some random item was shipped to my area code and deemed my original item shipped while it never came. USPS electronic tracking shows items shipped to an address in your area code, but not an actual address. Lucky for me, I scammed the scammer back. On PayPal, any item over $250 requires signature confirmation and the seller did not send it w/ that feature. I filed a complaint w/ PayPal and they were able to get my money back.
Another time, I had a seller on a car forum scam others and myself. We all sent him $ for his parts but no parts ever came. We all created one big complaint to PayPal and after 4 months of evidence collection and investigation, PayPal finally gave everyone a partial refund of our payments. The scammer went dark and authorities did not allow for his phone # or address to be released though we had his real IP address. So, it's very possible for people to do this type of thing and get away with it.
I really don't know who you should be contacting, eBay/PayPal/Credit Card company.
I mean, if you lost your cc and someone bought a tv from Best Buy, sure, your cc co. will be the first and only place to contact. But if it's via eBay, you're technically going thru three companies and having to merge and coordinate the complaints. And it's likely they're all going to tell you to contact one another to get the $ back. It's going to be a damn ***** mess.
