This is really random! For some 9.1 beta fixed it, for some not. For some disabling Siris suggestions fixed it (it fixed it on my previous 6S+ and didn't fix on the newer one), and for some erasing all fingerprints and registering a new one and then hard reset fixed this issue.
Erasing fingerprints and registering only one + hard reset totally fixed it for me, I'm still on 9.0.2 btw

You guys still having trouble with beta 5 replace the phone asap. It might br hw issue. My first 6s+ samsung chip had none of this issue with 5.0.2 and two replacement tmsc chip had same issue. With beta 4 and 5 no issues at all

If the Samsung chip had zero issues how did you end up with two replacements just curious?

fwiw my wife's 6s+ has samsung chip as well, absolutely no lad on any iOS with everything on...
i don't think it's processor related though...

Well the samsung one was bought from att i returned it to have apple upgrade program instead.

Ok.. I was so curious so i went back to 9.0.2 to see if the lag come back. Strange that no more lag.... I cant understand now.. Tmsc chip needs some sort of breakin? Hmmm

followed jtwlbz and registered back all 5 fingerprints...guess what? no lag anymore!!! not getting it at all...

Yeh so this tells me for hw or for sw the phone needs some time to settle down to get smooth. Lets see how many of you experience this.

Though 9.1 beta seems even more smooth and snappy. Ima stick with 9.0.2 for now.

I'm gonna turn on siri suggestions and will turn off reduce motion...lets see what happens and if lag comes back this time
edit: also added live photo on lock screen...
EDIT2: ok reduce motion brought the lag back, so turned it on. so far so good, with siri suggestions and live photo on lock screen no lag.

What about reduce motion feature? is it on or off for you? just out of curiosity, because this is the one feature that brought lag almost instantly, so I turned it on. Normally i like it turned on anyways, because i like effect of disappearing rather than slowly opening from corner....

Whatever the default is.. Never touched the option

Went ahead and tried beta 5. Like a previous commenter said it doesn't take away the status bar delay, but it's a little quicker for me. Only fix for me has been just to turn off Touch ID. That's Touch ID off with everything else (Siri, suggestions, motion) ALL ON. Not swapping out my device until the final release of ios 9.1 After that I'll just consider my device faulty if the issues persist. I have a 6 s plus 128 gig with the Samsung chip.

when did you get your phone?

Try resetting all your setting and give a day or two.

if problem still persist then i would return your phone.

Release day. Ordered from Apple. I've tried resetting all settings before. I think I've tried all the suggestions in this forum. Only thing worked was Touch ID off.

Perhaps that's why I experience zero lag with my own 6S+. I never use Touch ID, so it isn't switched off just to get around this problem. It would seem there's some firmware issue regarding Touch ID so hopefully Apple are on the case. All this switching off, the Touch ID ring getting hot, and lag all appear to be connected to Touch ID itself.

Turning on reduce motion removed any lag or delays for me. Much faster and I really like it that way now. The animations were slowing things down quite a bit.

I have reduce motion ON, siri OFF and no touch ID- still get tons of lag, both when I hit the home button, and when I slide to turn the phone on. Takes a good 5 seconds to get the phone working, almost every time. My phone was like this from about day 2, and I have updated the software, tried restarting, etc... Is it time for me to return this one?

If you do an erase all settings and delete data, then switch Touch ID off and reduce motion on, before you install anything is the problem still there?

I turned on reduced motion on this morning on my 6s+128 and noticed I don't get that 1-2 second delay on top like I used to. Been letting it sit for 10 minutes and yes Touch ID is on with 2 finger prints on. Will keep it on for next couple of days and see what happens.

Not sure if this has been posted, but I don't know what happened to the phone since a couple of days ago battery stats only shows the time phone has been used, see the screenshot. Not sure what to do. I restored as new, not backup loaded and still the same. NO matter how long I use the phone, it won't show stats. Any suggestions? And yes, I have used my phone for hours now and still the same.
