I think I've bought two apps and two in app purchases on my Apple devices since I got them (over 2 years ago). This will hardly affect me but shame on Apple. Another way for them to milk people for all they're worth during difficult times.

Adjustments always reflect the VAT of the country in question. Developers set application price.

Someone who isn't a developer and clearly doesn’t understand that these things cost money what you suggest will end up costing more than they would to Apple and they would have way less customersNah, the EU will just force apple to allow side loading, eco system or not. Devs will just ditch the App Store, like they did with macOS where most apps are not on there.
UK being punished for the mini-budget blip last autumn. Sterling has recovered, but I suspect Apple bases their pricing on the lowest exchange rate within a particular period plus a 10% buffer or something like that. They're just pricing themselves out of the UK market. The pricing of the new MacBook Pros is ridiculous. It's now cheaper to hop on a plane from London to New York and a Greyhound to Delaware to pick up a MacBook Pro, given the ridiculous UK pricing. They simply and don’t actually have a clue.I'm not sure why precisely now but Apple announced an App Store price decrease for the UK (and other countries) back in August 2021 when the exchange rate was around 1 GBP = $1.39 USD. Even with the recent weakening of the USD/strengthening of the GBP, the USD is still around 12% stronger against the GBP today than it was in August 2021.
Whether increasing or decreasing prices, Apple doesn't react to exchange rate changes quickly.

App Store prices are going up in the United Kingdom and several other countries starting on February 13, Apple announced today. The changes are being implemented due to shifts in taxes and foreign exchange rates.

App and in-app purchase prices in Colombia, Egypt, Hungary, Nigeria, Norway, South Africa, and the United Kingdom will go up, and prices in Uzbekistan will drop because of a three percent reduction in the value-added tax (VAT) rate. Updated prices are listed on Apple's App Store price chart [PDF].
Prices in Ireland, Luxembourg, Singapore, and Zimbabwe are not changing, but proceeds will be adjusted slightly due to VAT changes.
By the end of January, Apple says that proceeds are set to increase for local developers selling in Cambodia, Kyrgyzstan, Indonesia, Singapore, South Korea, Tajikistan, Thailand, and Uzbekistan.
