I was able to reserve one yesterday thanks to this thread and my appt was for 12:30 pm Sunday. So I headed there with my wife and was a little late (12:45) and the place was hopping. SW suburban Chicagoland. There was a line of about 20 people but I went right to the front and showed my reservation code but the apple dude told me I had to wait just like those other people in line. I would've but we had to be somewhere and it was definitely going to be at least an hour or more wait so I said forget it. I thought maybe we had priority since I already picked out the phone etc and saw stories here of people being in and out in 10 mins. Was I expecting too much? Today there are none available anywhere.
Expecting a little too much. I get it, you reserved it so all you need to do is go in and get it.
However, the reason there is a line is because there are no Specialists to help you check out. Think of it like this...
You go to a grocery store. Sure, you know the food you want is there so you go to the store. Well, when you get your food, you've got to wait at a checkout for the employee to scan your items.
That's the same thing as what's going on here. If there were more Specialists, then there wouldn't be a line. You also got to remember that those specialists still have to check out people who are there for things other than an iPhone 7/7+ as well.

Question on the upgrade program. Does att charge me a activation fee on my next bill? I was under the impression they see this phone as unlocked and I'm just using it on my line. I currently have a iPhone 6s Plus on a at&t next installment. What I was looking to do is sell my 6s plus on eBay & use that money to pay off my 6splus. And then continue on with the Apple installment program via the citizens 0% loan with a iPhone 7 plus if I can get lucky and snag one at my local store for reservation.
I would assume there is no activation fee, I'm not getting the phone through ATT.
If you're using a number currently on ATT and you go through the Apple Upgrade Program, you WILL be charged an activation fee upon pickup of the device. They're not gonna let those activation fees go regardless of where you get the phone if you're upgrading.
Now, buy the phone outright and DONT upgrade, you're golden...
